Appearing in only 2 episodes, it's hard to exactly tell what kind of man he is; except for the fact that he generally does not believe in supernatural creatures like vampires and ghouls. In addition, in most of his appearance; he seems quite tired of everything that's happening, sighing and a little riddled with the recent rise of vampires due to a chip that could transform a human into a vampire in seconds. Overall, he's a simple man with an average person's personality; just trying to do his job as the Lieutenant of the London Police Department.
History[]
Hellsing Episode 1: The Undead[]
The recent incident on Cheddar Village caused the Lieutenant to panic after losing the elite members of D-11, which he sent specially to deal with the priest of that village who turns out to be the kidnapper and has been murdering several people. With no choice left, he needed the Hellsing Organisation's help, and its headmaster was eventually called for a meeting in London, the headquarters of the police department.

The Lieutenant and Integra, having a conversation about the missing police.
Telling the head of Hellsing, Sir Integra, the history and information's about the priest, including about the fact that he was apparently assigned to a small church in cheddar and then coincidentally, a month later; a wave of missing people started. Officers who were sent to the church to apprehend the suspect was eventually found killed. And then, he reported that all of the D-11 elite troops which were sent, half of its members was found missing. And then, Integra was informed that some of the D-11 officers were killed by the officers reported the day before, to which, she calmly states that "they're no longer humans", confusing the Lieutenant, and the officer.
After Integra had told the Lieutenant that they've been turned into a creature called "ghoul", which are cannibalistic creatures who feeds on humans; he states that he didn't know that they were no longer human anymore. Integra then begins to lecture the Lieutenant, which greatly annoyed the latter. Eventually, Sir Integra abruptly cuts off the Lieutenant when he was speaking, and loudly says that her organisation had already sent an agent to deal with the problem and the Lieutenant was relieved. "How many agents?" the officer asked, "One." Integra replied, greatly shocking both the officer, and the Lieutenant.
Eventually, the mission was finished with the priest ending up getting killed by the agent Integra had sent.
Hellsing Episode 3: Sword Dancer[]
After the discovery about a former college student turning into a vampire, he was eventually put down and was sent to the hospital for a surgery and further investigations about some kind of "chip" that turns humans into vampires.

The Lieutenant and Integra; viewing the surgery through the window.
At the London Hospital, Lieutenant and Integra was present, viewing the surgery from the outside through the windows, talking about the investigations. Talking about a theory that the suddent recent uprising of vampires is part of some larger unseen plan, Integra tells him that it does not change the Hellsing Organisation's mission: "Search and Destroy." Before leaving the scene, Integra asked the Lieutenant if he's gonna begin investigation on the boy's background, including known associates and such; the Lieutenant told Integra that they've already begun investigation.
Aftermath[]
It is unknown what happened to the Lieutenant afterwards, as he never appeared in any more episodes after this; but it can be assumed that he's still alive and is still working as the London Police Department's Lieutenant.
Relationship[]
Sir Integra Wingates Hellsing[]
Their relationship is quite complicated; as Integra almost, all the time; belittles him on-screen whenever she could. And sure enough, the Lieutenant is quite sick of it, and knowing that he has literally no power and no argument to back him up during a conversation, he just; gives up.
